The Colac Otway Shire was embroiled in controversy towards the end of 2007 after three councilors, including Brian Cook, boycotted a meeting, ensuring that a development did not go ahead. The development that was affected was a $200 million golf resort on the Barham River flats, near Apollo Bay called Great Ocean Green.[1]
Local Government Minister Dick Wynne was expected to remove the councilors making them only the second lot of councilors to be sacked by the Victorian Government since a Labor government was elected in 1999. The councilors are opposed to the development because they say it is a sensitive area prone to flooding and could be an environmental issue.[1]
Colac Otway Shire councilor Joe Di Cecco cannot vote because he is a director Urban Property Constructions, the company behind the resort. Of Urban Property Constructions six directors, half have prior business links to Henry Kaye, who has been disgraced for property spruiking.[1]
